Key Takeaways
- A pool and its garden share more than a boundary. The enclosure, planting near it, finished ground levels, decking, drainage and lighting all sit where the two scopes meet, and Dubai Municipality’s private pool guidelines regulate several of them.
- One contractor puts those interfaces in a single scope, drawing set and programme. That is not the same as a lower price, so compare itemised quotes.
- It matters most when the garden is being built around the pool. It matters least for a small pool in an established garden.
- We build pools and landscapes with in-house teams, according to our service pages.
Buyers searching for a pool and landscape company in Dubai are often really asking whether to hire one contractor or two. The honest answer depends on how much of the garden is changing. This guide covers where the two scopes overlap, what one contractor does and doesn’t change, and what a combined package should include.
Where Do Pool and Landscape Work Overlap?
At the edges. Dubai Municipality’s Private Swimming Pools Safety Guidelines (DM-HSD-GU80-PRSPS2, the version we retrieved; check for updates) apply to private villa pools and set out rules that a landscape plan has to respect:
- Planting near the fence. Objects that can help a child climb, including plants, boulders, furniture and steps, must be at least 1.20 m from the enclosure on the outside and 300 mm on the inside. Where 1.20 m isn’t possible, the enclosure must be at least 1.80 m high with a 900 mm setback outside.
- Ground levels. The gap under an enclosure can be no more than 100 mm from finished ground level, reduced to 50 mm over non-solid surfaces such as grass, gravel or soil. Finished levels and surface choices are landscape decisions.
- Decking and paving. Walkway and pavement design, including slip resistance, is part of the pool design requirements, and decks can’t be mounted so close to the enclosure that they reduce its effective height.
- Registration. A villa pool must be registered with Dubai Municipality before construction starts, and the owner is responsible for that.
None of this is hard to meet when one team draws the pool, the fence and the planting together. It becomes a redesign when the planting plan arrives after the fence is built.
What Does One Contractor Change?
It puts the interfaces in one scope, one set of drawings and one programme. Our swimming pool construction page says our in-house civil and MEP engineers and pool teams handle excavation, permits, equipment and approvals, and our landscape design and construction page describes an in-house team of engineers, designers and craftsmen. Both pages offer 3D visualisation before construction. These are our own statements, so confirm scope in your quote. It also gives you one party to hold to account when a drawing and the site disagree, instead of two parties each pointing at the other’s work.
It doesn’t automatically mean a lower price. We found no published data comparing combined and separate contracts, so the only fair test is itemised quotes for the same scope. Our guide to pool landscaping in the UAE covers planting, shade and layout in more detail.
Why Does Sequence Matter?
Work that overlaps in space also overlaps in time. As a general rule of building logic, not a fixed programme, heavy excavation and machinery access come first, services and drainage go in before final levels are set, and paving, planting and irrigation come last so they aren’t damaged by earlier trades. Our pool landscaping guide makes the same point: landscaping is typically phased alongside pool construction, not added after the pool is finished. When two contractors run separate programmes, someone has to coordinate those handovers. With one contractor, that coordination sits inside one programme.
When Might You Hire Separately?
- A small pool in a finished garden with little planting or paving to change.
- A specialist landscape designer you already trust for the whole plot.
- A rooftop or courtyard pool where the landscape scope is small.
In those cases the interfaces are few, and the main job is to make sure the two parties’ drawings agree on the fence, levels and setbacks.
What Should a Pool and Landscape Package Include?
- One drawing set showing the pool, enclosure, decking, planting and setbacks together.
- Registration of the pool with Dubai Municipality before construction, with the owner told what has been submitted.
- A single programme showing the sequence of excavation, structure, services, paving, planting and irrigation.
- Finished levels agreed in writing, including the ground gap under the enclosure.
- Handover documents, including the operations and maintenance manual for any enclosure or safety device the contractor installs, which the guidelines require.
- Aftercare terms for the pool and the garden. We offer both landscape maintenance and pool maintenance.
Frequently Asked Questions
Is it cheaper to use one contractor for a pool and landscaping?
Not necessarily. We found no published data comparing the two approaches. Ask for itemised quotes for the same scope and compare what each includes.
Do plants near a villa pool have to follow rules in Dubai?
Dubai Municipality’s guidelines say objects that can help a child climb, including plants, must be at least 1.20 m from the enclosure outside and 300 mm inside, unless the enclosure is raised to at least 1.80 m with a 900 mm setback.
Does a villa pool need to be registered?
Yes. The guidelines say a pool in a private villa must be registered with Dubai Municipality before construction starts, and that the owner must ensure it.
Who is responsible for pool safety after handover?
The guidelines assign duties to the owner, the contractor and the occupier. The owner must ensure the pool is registered, equipped and maintained, and the contractor must build to the prescribed requirements and supply an operations and maintenance manual for installed enclosures and safety devices.
